To breakthroughs for business environment
The move reflects the Government’s burning resolve to create breakthroughs for the country’s business environment.
To improve the business environment, at first, the Government chief asked inferior levels to focus on reforming administrative procedures in four areas of tax, customs, business start-up and land, and construction.
Business start-up, tax and customs issues were already part of the Government’s Resolution 19/NQ-CP dated on March 18, 2014 on major tasks and solutions for improving the business environment and national competitiveness.
Meanwhile, the Government issued Resolution 43/NQ-CP dated on June 6, 2014, providing for a number of key tasks of administrative procedure reforms in the formation and implementation of investment projects involving land use to improve business environment.
The Resolution 43/NQ-CP sets the target to save at least 40 percent of time for investors of all economic sectors in carrying out administrative procedures in the fields of land and construction.
At the separate meetings with the Ministries of Construction, Natural Resources and Environment, PM Dung once again stressed the need to fully understand complaints by businesses and citizens as time for processing administrative procedures is two long compared with other countries.
According to the Ministry of Construction, it took about 2-3 years or even five years for some projects to start work due to numerous administrative procedures.
Reforming administrative procedures is within reach, why we do not carry out soon to save time and costs for citizens and businesses, the PM questioned.
Domestic innovation and international integration are two sides of the hand, Viet Nam must renovate the business environment to seize opportunities from a string of free trade agreements which have been signed or under negotiations.
It is the message that PM Dung expected to convey at these meetings.
